The National Security Adviser, Nuhu Ribadu, has unveiled a new security framework to strengthen the fight against crude oil theft, pipeline vandalism, illegal refining and other criminal activities in Nigeria’s oil and gas sector.
The framework, known as the Standard Operating Procedure (SOP) for the Nigerian Oil and Gas Industry-Wide Security Architecture, seeks to harmonise security operations and improve coordination among government agencies, private surveillance contractors and industry operators.
Speaking at the unveiling, Ribadu said oil theft and pipeline vandalism had undermined crude oil production, damaged the environment and threatened national security. He explained that the framework was developed through consultations involving the Armed Forces, security and intelligence agencies, the Nigerian National Petroleum Company Limited (NNPCL), regulators and other stakeholders.
The SOP establishes standard procedures for surveillance, arrests, detention and the recovery and evacuation of stolen petroleum products. It is also designed to clarify responsibilities, strengthen command structures, promote accountability and reduce conflicts among agencies involved in securing petroleum infrastructure.
Ribadu urged participating institutions to ensure that the guidelines were communicated to their personnel and incorporated into field operations. He stressed the need for professionalism, information sharing, respect for institutional mandates and strict compliance with existing laws.
Also speaking, Dahiru Gwarzo, representing NNPCL Group Chief Executive Officer Bayo Ojulari, described the framework as essential to protecting oil and gas infrastructure, safeguarding government revenue and restoring investor confidence.
He added that effective security in the petroleum sector was vital to maintaining operations, protecting the environment and improving the welfare of host communities.
