FG to ban unrated textbooks in schools from September 2026.

The Federal Government has introduced a new National Textbook Ranking System for primary, junior secondary, and senior secondary schools as part of efforts to improve quality and standardise educational materials across the country.

According to the Ministry of Education, the initiative is aimed at addressing the spread of substandard textbooks and ensuring that only curriculum-compliant, high-quality learning materials are used in classrooms nationwide.

While the Nigerian Educational Research and Development Council will continue its statutory role of approving textbooks, all approved materials will now undergo an additional structured ranking process to determine their suitability for each subject and class level.

The system will be implemented through Standing Subject Committees composed of subject-matter experts who will assess textbooks based on academic quality and teaching effectiveness. Only a limited number of top-performing textbooks will be selected for use in schools to enhance consistency and improve learning standards.

Under the new arrangement, any textbook that is not ranked will not be allowed for classroom use, even if it had previously been approved under earlier guidelines.

The rollout of the policy is expected to begin in September 2026, following consultations with relevant stakeholders and the completion of the evaluation framework. The government says the reform is part of broader efforts to improve learning outcomes and strengthen access to quality educational resources nationwide.
