NUPRC Clarifies $300 Helicopter Levy, Exempts Offshore Oil Operations

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has clarified that the $300 helicopter levy for air navigational services remains payable, but offshore oil operations are exempt from the Terminal Navigational Charge (TNC).

The commission said the $300 levy is payable to the Nigerian Airspace Management Agency (NAMA).

The clarification followed concerns from stakeholders in the upstream petroleum sector over aviation-related charges affecting oil and gas operations.

According to NUPRC Chief Executive, Oritsemeyiwa Eyesan, the TNC does not apply to helicopter landings at private offshore facilities and platforms when the flights are in support of upstream petroleum activities.

However, the charge remains applicable to helicopter operations unrelated to upstream oil activities, including medical evacuation, private charter and agricultural services.

The commission said the clarification would provide greater certainty for oil and gas operators on the aviation charges applicable to their operations.
