National Assembly Addresses Controversy Over 2025 Tax Laws

The management of Nigeria’s National Assembly has said it is handling concerns surrounding the passage and gazetting of key tax laws strictly within its constitutional and statutory authority.

In a statement issued on Friday and signed by Bullah Audu Bi-Allah, Director of Information for the Office of the Clerk to the National Assembly, the legislature acknowledged public commentary on the legislative process involving four Acts: the Nigeria Tax Act, 2025; Nigeria Tax Administration Act, 2025; Joint Revenue Board of Nigeria (Establishment) Act, 2025; and the Nigeria Revenue Service (Establishment) Act, 2025.

The statement noted that the concerns centre on the harmonisation of bills passed by both chambers, presidential assent, and the versions of the laws published in the Official Gazette. It stressed that the leadership and management of the National Assembly are addressing the issues through an internal review conducted by relevant committees, in line with the 1999 Constitution (as amended), the Acts Authentication Act, Standing Orders of both chambers, and established parliamentary practice.

As part of the process, the leadership has directed the Clerk to the National Assembly to work with relevant agencies to ensure proper publication of the Acts in the Official Gazette and to issue Certified True Copies of the assented laws to stakeholders and the public on request.

The National Assembly clarified that the exercise is purely administrative, aimed at ensuring clarity, accuracy and the integrity of the legislative record, and does not imply any defect in legislative authority or prejudice the powers of other arms of government.

Reaffirming its commitment to constitutionalism, separation of powers, due process, transparency and accountability, the legislature urged the public to allow its institutional processes to proceed without speculation, adding that further information would be provided as necessary.
