Oyo Approves N3bn Cocoa Rejuvenation Project, €50m Health Sector Upgrade, and New Climate, WASH Policies

The Oyo State Government has announced a series of major policy approvals aimed at boosting agriculture, strengthening security, improving healthcare, and expanding access to water and sanitation across the state.

The approvals were issued during Tuesday’s State Executive Council meeting.

N3bn Cocoa Rejuvenation Project Launched

The state has approved N3,030,292,472 for a Cocoa Rejuvenation Project designed to restore cocoa production as one of Oyo’s major economic pillars.

According to the Commissioner for Information, Prince Dotun Oyelade, the project will be executed under a public-private partnership involving the Oyo State Agribusiness Development Agency (OYSADA) and the International Institute of Tropical Agriculture (IITA).

He noted that Oyo currently ranks fourth among Nigeria’s 18 cocoa-producing states, and the government aims to take advantage of production disruptions in Ghana and Côte d’Ivoire.

The project, valued at $2,075,547, will be implemented in three phases over the next three years.

Support for State Police, Strengthened Security

The Council also backed the position of Southwest governors advocating state police, describing it as necessary due to declining interest among youths in joining the military.

Oyelade highlighted Governor Seyi Makinde’s investments in security, including two surveillance aircraft for aerial monitoring and continued support for the Amotekun corps, which he said is “the best staffed and equipped in the region.”

€50 Million Health Sector Loan Approved

The Executive Council approved a €50 million loan from the French Government to upgrade healthcare infrastructure across the state. The loan, which was recently cleared by the Federal Ministry of Finance and ratified by the Oyo State House of Assembly, will fund hospital renovations, equipment procurement, and other healthcare improvements.

Water, Sanitation & Hygiene (WASH) Policy Gets Green Light

The Council approved the Oyo State WASH Policy to help the state access funds from the Federal Government, World Bank, African Development Bank and other international partners.

The policy aims to:

  • End open defecation

  • Expand universal access to safe sanitation

  • Strengthen hygiene promotion across communities

Oyo Approves Climate Action Policy, N270m Bank Guarantee

The Council also approved the establishment of the Oyo State Climate Action Plans and Policies, enabling the government to engage a Green Energy Agency to implement climate-related programmes. A N270 million bank guarantee was approved to support the initiative.

Business Reforms: N400m Approved for SABER Programme

Oyo State additionally approved the Business Enabling Reforms Action Plan for 2026, a mandatory requirement to participate in the State Action on Business Enabling Reforms (SABER). A total of N400 million was approved to meet eligibility benchmarks.

The government said the reforms are collectively aimed at strengthening economic growth, improving service delivery, and positioning Oyo State as a model for sustainable development.
